The procedures are categorized into one of the following areas: Background (BK), State Agreements (SA), State Liaison (SL), and Administrative (AD). The procedures are made available on the OSP Home Page as they are approved. Below is an up-to-date listing and description of approved OSP Procedures: SA-100 - Implementation of the Integrated Materials Performance Evaluation Program , describes the procedures for conducting the Integrated Materials Performance Evaluation Program (IMPEP) reviews including scheduling, assigning personnel for, and reporting the results of reviews of the Nuclear Regulatory Commission (NRC) Regional materials and Agreement State radiation control programs under IMPEP. SA-101 - Reviewing Common Performance Indicator #1, Status of Materials Inspection Program, describes the procedure for conducting reviews of a materials program inspection activities in NRC Regional offices and Agreement States. This performance indicator evaluates the quantitative performance of the Region or Agreement State over the period of time since the last Integrated Materials Performance Evaluation Program (IMPEP) review. SA-102 - Reviewing Common Performance Indicator #2, Technical Quality of Inspections, describes the procedure for conducting reviews of NRC Regional offices and Agreement States. These reviews focus on the scope, completeness, and technical accuracy of completed inspections and related documentation. This performance indicator provides a qualitative balance to Common Performance Indicator #1. SA-103 - Reviewing Common Performance Indicator #3, Technical Staffing and Training, describes the procedure for evaluating the level of NRC Regional offices and Agreement State materials program technical personnel training and qualifications program. For this performance indicator, qualitative as well as quantitative measures are considered. SA-104 - Reviewing Common Performance Indicator #4, Technical Quality of Licensing Actions, describes the procedure for evaluating the technical quality of the NRC Regional offices and Agreement States licensing program on the basis of an in-depth, onsite review of a representative cross-section of licensing actions, decommissioning actions, bankruptcies, and notifications. SA-105 - Reviewing Common Performance Indicator #5, Response to Incidents and Allegations, describes the procedure for conducting reviews of NRC Regional offices and Agreement States incident response and allegation activities during the period of time since the last IMPEP review. This procedure specifically excludes incident response and allegations activities with non-Atomic Energy Act material and those follow-up actions conducted by or referred to NRC Headquarters personnel. SA-106 - Management Review Board, provides the guidelines that will be followed by the Management Review Board (MRB) when conducting MRB meetings for Integrated Materials Performance Evaluation Program (IMPEP) reviews and issuing findings for Region and Agreement State programs. SA-107 - Reviewing Non-Common Performance Indicator #1, Legislation and Program Elements Required for Compatibility, describes the procedure for conducting reviews of Agreement State legislation and regulations and other generic legally binding requirements in order to assess both the adequacy and compatibility with NRC's program. SA-111 - Implementation of Management Directive 5.10, describes the procedure for implementing NRC Management Directive (MD) 5.10, "Formal Qualifications for Integrated Materials Performance Evaluation Program (IMPEP) Team Members." SA-112 - Emergency Suspension of a Section 274b Agreement, describes the process used by the Commission to suspend Agreement State programs when an emergency exists. SA-113 - Placing an Agreement State on Probation, describes the process used by the Commission when placing an Agreement State program on probation. SA-114 - Suspension of a Section 274b Agreement, describes the process used by the Commission to suspend Agreement State programs. SA-115 - Termination of a Section 274b Agreement, describes the process used by the Commission to terminate an Agreement State program. SA-116 - Periodic Meetings with Agreement States Between IMPEP Reviews, describes the general objectives and procedures for periodic meetings with Agreement States for purposes related to continuing NRC oversight and information sharing, including scheduling, assigning personnel, conducting and reporting. SA-117 - Agreement State Project Officers, describes the responsibilities of the Agreement State Project Officers, who provide back-up staff support to NRC Regional State Agreements Officers and handle inquiries from specific States and Regional State Agreement Officers. SA-118 - Orientation Meeting for New Agreement States, describes the general objectives and process to be followed when scheduling, assigning personnel, conducting, and reporting on an orientation meeting with new Agreement States.SA-200 - Compatibility Categories and Health and Safety Identification for NRC Regulations and Other Program Elements, establishes the compatibility and health and safety components assigned to NRC regulations and program elements as determined in accordance with Management Directive 5.9, "Adequacy and Compatibility of Agreement State Programs."
SA-201 - Review of State Regulations, describes the process for review and comment on proposed and final State regulations, including the scope of review, staff responsibilities, timeliness, and products to be prepared and communicated to the State documenting the results of the review. SA-300 - Reporting Material Events, describes the process for collection, control and preliminary review of material events reported to NRC by the Agreement States. An Appendix to the Procedure, AHandbook on Nuclear Material Event Reporting in the Agreement States,@ provides guidance to Agreement States on reporting material events to NRC. SA-400 - Management of Allegations, describes the process to be followed by the Office of State Programs (OSP) in handling: (1) allegations involving Agreement State licensees, (2) concerns involving alleged performance or alleged wrongdoing by an Agreement State employee other than the Radiation Control Program (RCP) Director, (3) concerns involving alleged Agreement State program performance or alleged performance or alleged wrongdoing by the RCP Director, and (4) allegations under NRC's jurisdiction (e.g., those involving NRC licensees). SA-700 - Processing an Agreement, describes the methods and guidelines for reviewing the request for an Agreement. SA-800 - Providing NRC Predecisional Documents to Agreement States, provides the NRC Staff guidelines for providing NRC predecisional documents to Agreement States, including document labeling and distribution. SA-900 - Termination of Uranium Mill Licenses in Agreement States, describes the review process for making the determination that all applicable standards and requirements have been met prior to Agreement State uranium recovery license termination, as required by 10 CFR 150.15a(a) and Section 274c of the Atomic Energy Act of 1954, as amended. SL-200 - Updating List of Governors' Designees for Advance Notification of Nuclear Waste Shipments. This procedure describes the process to be followed to update the subject list and to ensure that the list is published annually in the Federal Register on or about June 30 to reflect any changes in information. AD-100 - Format for OSP Procedures, establishes the format and content requirements for all procedures to be incorporated into the OSP Procedure Manual. AD-400 - Office of State Programs' Staff Training, establishes a program and basic guidelines for developmental training for the Office of State Programs' Staff. AD-500 - Invitational Travel Authorization and Vouchers, describes the use of NRC invitational travel by the Office of State and Tribal Programs (STP) for authorization and voucher processing.
